Wordpress is an easy-to-use system for building a blog. That blog can be hosted by them or you can have it hosted somewhere else. As Wikipedia descibes it...

Most good hosts also offer a "one-click" install which means you don't have to download from WordPress.org and there is no installation. Takes about 10 minutes to get a site online this way.

The WordPress.com site lets you get started with a new and free WordPress-based blog in seconds, but varies in several ways and is less flexible than the WordPress you download and install yourself.
